The hall was originally constructed as Naniwa Senior High School by the design of the Building and Repairing Section of Osaka Prefecture and the execusion of Obayashi Corporation. It is built on the top of the hill on the campus. The Southern Building (four-story with penthouse) is attached to the Northern Building (three-story) in L-shape. The appearance is characterized by Neo-Gothic style pinnacle shaped windows and the penthouse. It was renovated and improved to be utilized for a variety of activities related to sociology, Industry and the International Relations such as 21st Century Kaitokudo (a school which had a style of Rangaku in the Edo Period), Tekijuku Memorial Center, Intellectual Infrastructure Center. This building is a registered tangible cultural property.
